If you rent privately in England, requesting permission before bringing a bird home is part of planning a suitable home for the animal. The relevant law is the Renters’ Rights Act 2025. It does not give every UK tenant an automatic right to keep any pet.
Which tenancies do these changes cover?
The main changes described in the government’s tenant overview took effect on 1 May 2026 for private renting in England. Different rules apply to social housing, lodgers and some other arrangements. Do not apply this guide as a statement of the law in Scotland, Wales or Northern Ireland.
Request permission in writing
For tenancies covered by the pet-request provisions, consent must not be unreasonably refused. The Act’s pet-request provisions require a written request describing the pet. The normal response period is 28 days, with specified extensions, including when further information is requested. Permission is not automatic because a landlord has not replied immediately.
Explain the proposed bird’s needs
A useful request can identify the species and number of birds, proposed cage location, space, cleaning arrangements and how noise and any existing animals will be managed. Check the tenancy and any superior lease restrictions. These details help explain the proposal; they do not guarantee consent.
Before committing to a bird, consider the household’s daily care routine and the suitability of the home. A tenancy decision and an animal-welfare decision are separate questions: landlord permission alone does not show that a setup is suitable.
If a request is refused
Ask for the reasons in writing and check the current government guidance. Obtain housing advice about your own tenancy if the reason or next step is unclear. A pet shop cannot decide a legal dispute.
